Legal advice on withholding property

Hello, I've changed my horse's stable location. The stable owner didn't like this and withheld some of my belongings. He won't give them back because he claims I still owe him a month's stabling. I wanted to pay that, but now he's suddenly claiming additional costs he's incurred, which I'm unaware of and haven't agreed to or requested. Naturally, I refuse to accept this. He refuses to budge and is keeping my belongings. Can I report embezzlement?
