What can I do now that I have discovered that the balcony railings of the approximately 12-year-old apartment complex where I live are improperly anchored in the concrete? In several places, nuts have been sealed onto threaded rods, likely because these threaded rods were and are too short to screw nuts onto. This constitutes criminal behavior, given the safety risks associated with this sealing.
