Advice on Housing Construction Conflicts

Good afternoon, I have a conflict with the housing association and the company X. this concerns my 89 year old mother, who has been having cold water since 23-5-2019, occasionally it does get warm, after the company X has replaced parts of the boiler 6 times at my mother's house, the boiler still appears not to be working properly, neither the housing association, nor X, is doing something about this, I urgently need help with this conflict, Kind regards,

Does your mother own the boiler, and does she have a maintenance contract? Or does the landlord own the boiler? Are there any agreements in the lease regarding the boiler and its maintenance? If the landlord owns the boiler, they will be responsible for major repairs, repairs the tenant cannot handle themselves, or replacement. How old is the boiler? It's possible it needs replacing (early)? The landlord will then be responsible for this. If they refuse, it's best to communicate this in writing, give them another opportunity for repair or replacement, and then suspend the rent or reduce the rent as a result of the observed breach of contract (a defect in the rented property).
