Legal Assistance with Examination Objections and Appeals

I took an exam for the extracurricular activities. I disagreed with the results and filed an objection with the examining board. The examining board deemed the objection unfounded, and I appealed to the appeals board. This board is currently taking no action, and after 14 weeks, no action has been taken. What can I do about this?

I'd already done that. The council must issue a decision within eight weeks (with a one-time two-week extension). At 14 weeks, they're well over that limit now. There hasn't even been a hearing yet. So they're not adhering to their own regulations. And I want to call them to account for that. Can I now go to court to force a decision? The problem is that a decision by the board is binding. Therefore, there is no possibility of appeal.
