In the backyard of the neighbor behind us stands a tall birch tree, over 20 meters tall. This tree causes considerable inconvenience to all the neighbors throughout the year. They've regularly requested that it be pruned, but they ignore them. What can we, as neighbours, do to at least ensure that this tree is pruned back thoroughly?

You must notify your rear neighbors in writing that you will remove the nuisance caused by the tree within a reasonable timeframe. Failing to do so, you will have it done at their expense. This means, for example, that if you have overhanging branches, you will have a company do it. You can also do this yourself, but there is a risk that you might prune more or do it unnecessarily, which could cause the tree to die. You could be held liable for this.
