Legal questions about bare ownership?

Dear Sir/Madam, I have a question about a bare ownership I own in another country. I share the bare ownership with my brother, and my mother is the usufructuary. The value of my share is €141,000, and I cannot rent or sell it, nor can I get a mortgage. There is no double taxation. Is my bare ownership considered my assets for social assistance purposes? My son and I are Belgian, and we are both legal residents. Can someone then reject my social assistance and simply tell me to leave the Netherlands and go home? Thank you for your answer.

Yes, bare ownership represents value, as you yourself said. If you're not allowed to cash it in, it has a future value. I don't think that's an exclusion from the right to benefits.
