Fencing and Privacy: What are your rights?

Our neighbors have practically built a playhouse against the fence (property boundary), anchored to the ground with four stakes. The little house, complete with swing and slide, is at least 3 meters high and offers a view of the garden and house. Is this allowed? They claim that if it's playground equipment, it's permitted. To protect our privacy, we have wire trellis with seasonal vegetation up to a height of approximately 2.35 meters. They want this removed, because a property boundary isn't allowed to be higher than 2 meters. Does this also apply to wire, and if we have to comply with the law, do we lose our privacy?

No, a mistake I could no longer correct, but it is 3 meters for structures that are not buildings. You are not allowed to place wire fences, but you may take action against the infringement of privacy under the neighbor law (Book 5 rights and obligations of neighbors).
