Good afternoon, My friend has a 38-hour contract since March 1, 2019. Now he was not scheduled for 38 hours during all that time and he has very (very) often indicated that he has to work more because he is not getting his hours. Now he is forced to come to work for every little thing because he has minus hours. Now he's found a new job and wants to quit. But he's afraid he'll have to make up for the negative hours, even though his employer has already paid them. Is this allowed? Since this isn't his fault?

The shortfall in hours is the employer's risk unless the employee is to blame. Your friend can therefore resign, observing the notice period. However, there is a risk that the employer will still deduct the shortfall in hours. While they may not be within their rights, your friend would then be forced to collect the outstanding balance.
