Entitlement to a Permanent Contract: How Long Does It Take?

Hello, I have a permanent contract for 12 hours a week as a domestic worker, and since November 1, 2019, I've been working an additional 4.5 hours a week. This is considered overtime. My company uses the collective labor agreement for healthcare workers (VVT). I've contacted my HR manager about this. He couldn't tell me when this will be converted to a permanent contract for 16.5 hours. My question: how long will it take for this to become a permanent contract for 16.5 hours?
