Is an outdoor camera light legally permitted?

Total range is 220 degrees. Can the lamp, with a bright glow (described as a warning light), be used in a residential area without the permission of the neighbours and with the necessary nuisance? There is no sign of a 'burglary wave' or regular theft in the street.
