Is an outdoor camera light legally permitted?

Are you, as a private homeowner, allowed to use an outdoor light with a rotating camera, with a view of the public road? The light has a range of 20 meters, but the garden is only 5 meters away. Total range is 220 degrees. Can the lamp, with a bright glow (described as a warning light), be used in a residential area without the permission of the neighbours and with the necessary nuisance? There is no sign of a 'burglary wave' or regular theft in the street.

A balance must be struck between the extent to which the privacy of others is violated and the extent to which someone is permitted to protect their property. If the privacy of others is violated too much, the court (if you cannot reach an agreement) could impose restrictions on the use of the camera and/or flashlight.
