Legal questions about car-free zones?

Ir/Madam, On January 22, 2020, I drove into Voorstraat in Delft. Near the church, I discovered that from that point on, a car-free zone was in effect, requiring a permit. The only way was over a bridge and back onto Voorstraat on the other side of the water. However, this street was blocked by a truck working on the sewer system. What are the legal rules if a street is blocked? Am I allowed to reverse against traffic? Am I still allowed to enter a restricted-traffic zone, or do I have to wait forever for a street to be cleared?

If a low-traffic zone is in effect, this generally means there is little car traffic. If you realize you would be breaking the rules, but the streets are blocked for backing up, it's not necessarily your fault if you receive a fine. Circumstances play a role in this.
