Questions about TVT balance rights

Because there's currently less work at my company due to the coronavirus crisis, I and other employees with TVT balance are now required to use our TVT hours (hours balance accrued through overtime compared to a normal work schedule), not SNIP (vacation) hours. My employer indicates they are permitted to do this. My question is: is my employer allowed to require me and all other colleagues to stay home and use our TVT balance without asking the employee's permission?

Your employer is allowed to keep you home due to the coronavirus, but they cannot deduct this from your TVT hours. They must rely on the government's NOW (News for Work) scheme for compensation for wage costs.
