Applying for rent benefit: is it possible?

I currently live in a studio apartment and would like to apply for housing benefit. My studio apartment meets the requirements for a shared floor. - private kitchen and bathroom. - be able to lock your own space. There are 3 other studios in the house, each with its own rental contract. However, we all have the same house number. Gas/water is included in the price, there is a shared meter. In that case, the landlord doesn't have a permit to rent three independent units, but you are still entitled to benefits because you rent a separate dwelling, even though you share a front door. The tax authorities need to know that in this case, it's a divided dwelling. And by that, they mean a physically divided dwelling into independent units, even though a permit hasn't yet been issued. Incidentally, it's possible that a permit won't be issued based on the zoning plan and policy, but that's more the landlord's problem.
