Can the landlord go back on matters if everything was in order when the tenant left the rental property?

I don't entirely agree with you: the acceptance concerns the home and its fixed components, not a loose laminate floor and a loose cupboard. That still has to come out, that is the normal course of events when handing over a rental home (unless otherwise agreed)
