Is a shop ban that has not been communicated in advance legally valid?

Dear all My 16 year old daughter took a sandwich with her as a shelf stacker in August 2020 during her shift from 6 to 9 in the morning, she had school right after that. She was caught stealing the sandwich and was picked up at home by two adult employees. She had to resign immediately and that was the end of the matter, although the newly hired assistants manager wanted to file a report, the manager decided not to do so. In January 2021, my daughter goes shopping and the assistant manager informs her through an employee that she is banned from shopping and that she has to leave the store. We were not told about this in advance. It seems more like a personal feud. Ask: Is that shop ban legally valid? It was not communicated in advance, either in writing or verbally. What can we do about this?

So it's not in the collective labor agreement? Or in the house rules? In any case, they've told her now, so she's being refused as a customer because she's demonstrably stolen at least once. That happens more often and is in itself the choice of the shopkeeper to admit a customer with a past or not. That's a private matter.
