How can I object to a decision by the municipality?

Hi, I recently received a letter from the municipality that I will be fined for incorrectly throwing away/offering my. A garbage bag was found with a cardboard box with my address and name on it. Now I did not put this bag there. I live with housemates so it could be that it was done by one of them. I still have to make a statement this week. Now I'm wondering how I can give a good explanation that I didn't do this and otherwise how and whether I can object to the fine?Lawyer
You are responsible for the garbage bags you put out inside and outside, regardless of whether someone puts the bag outside without your knowledge. Then it is argued that you should have paid more attention. You may still be able to appeal to reduce the fine later because you are a student.
