Isn't an online store obliged to refund 100% of the purchase price if a purchase is returned?

On an internet site we intend to order a few flower boxes. So it is an internet purchase. However: when I read the return policy on the same site, it says the following: 'You have 14 days to return your product. You will then be credited with 75% of the total order amount including shipping costs. The costs for returning from your home to the webshop are at your own expense. If you use your right of withdrawal, the product will be returned to the entrepreneur with all accessories supplied and - if reasonably possible - in the original condition and packaging'. Isn't an online store obliged to refund 100% of the purchase price if a purchase is returned?
