Copyrighted photo used: is it illegal to have a photo in the photo library?

Good morning, I have a website, and on this site I placed a photo last year. It is a small company that I maintain in addition to my current (permanent) job. To give you an idea: the company had a net profit of € 2,225 last year. Last year I used a photo on my website. However, this photo had a copyright, and therefore I was in violation. I fully understand that. I also dutifully paid a fine, and in doing so I removed the photo from the website (I thought). I maintain my own website, and I am also just a “novice” in this. Now (a year later) I get another “heavy” fine. The photo is supposedly still in the photo library of my website. The photo is now not visible to third parties, and I now have no (possible) commercial benefit from it. The library is only there to upload photos from this library to the website. Now my question is: is it punishable to have a photo in the photo library (the photo is therefore not visible to third parties)? I'd like to hear it. ps: I received an email yesterday, and I have to pay the fine before February 28th. Otherwise there will be legal sanctions.
