Administrative costs for my student room

I have been renting my student room from a housing association for students for a while now. Now I saw that I pay administration costs of €4.50 every month. When I asked how these costs were calculated, I was told that it is a percentage of my total service costs (this consists of, for example, my GWL and internet costs). My question now is whether they are actually allowed to charge me administration costs and whether it is allowed to be calculated that way? It may be that this is allowed because they take care of my GWL and I do not have to arrange this myself. Is it then allowed to charge monthly administration costs? I could not find much about monthly administration costs online myself, so thanks in advance!

Yes, that is allowed if there is a service in return, as is the case now. The return service must be in proportion to the amount of the payment, or less expensive.
