Am I entitled to use the driveway?

I have owned a corner house with a driveway since 1999. However, this driveway is not entirely on private land; a strip of 75 cm belongs to the neighbour. This driveway has been like this since 1961 and has also been used by residents since 1961. To get to my garage I need that lane. Can my new neighbor deny me the use of the driveway? And is he allowed to place a fence on the boundary?
