Take old building permit for 2 pigeon lofts to new address in same street

A neighbor has received a building permit at the time (at least 15 years ago) for the construction of 2 pigeon lofts, halfway between terraced houses. The gentleman will now live on a public road (corner house) with parking facilities for the neighborhood. This side of the neighborhood and the residents do not want to look at 2 pigeon lofts of 8mx2mx3m (high) and approximately 200 pigeons. We are currently unable to make any progress with the municipality and housing association to prevent this. There is also a childcare facility 10 meters away from the new designated home, which must adhere to the guidelines regarding the health of the children and is concerned. My question is whether an old building permit for pigeons can simply be taken to another address or whether a new permit must also be applied for to build the pigeon lofts because of a new address. We are already awaiting a request for enforcement and have also requested the old permit for inspection from the municipality.
