Can the OZB user portion be passed on to my tenants?

I am the owner of an office building with long-term tenants. The municipality has determined that as of 01-01-2021, owners will be charged the user's portion in addition to the OZB owner's portion for non-residential properties. Both the executive tax authority and the municipality itself believe that landlords can still recover the higher assessment from their tenants, but I cannot find any regulations to justify this to my tenants. 1. Is this really allowed? Even if it is not stated in the existing rental contracts? 2. If so, is there a general distribution key or formula to calculate what percentage of the imposed rate may be used? (Such as, for example, the CBS uses for re-indexation.
