What steps can we take to get a child out of Poland?

My girlfriend works in the Netherlands but has a 6 year old child in Poland. My girlfriend and I have been living together in my own home for a few months. She has a one-year contract, and I have a permanent contract with a stable and growing company. Her child lives in Poland with the father and grandmother (father's side). The father suffers from alcoholism and the grandmother takes more care of the child than the father, who takes little responsibility. We want to bring the child to the Netherlands to raise her here, but the father does not give his consent. My girlfriend has full custody and the father has half custody of the child. We are in talks with a lawyer in Poland. What actions can we take in the Netherlands itself to bring the child to the Netherlands as soon as possible?
