Application for placing a (static) caravan (chalet) on a farm campsite.

We would like to ask the municipality whether we can place a (static) caravan. The caravan has wheels and a towing point, these also remain underneath. Caravan is recreational use and is only used by the owners. No rental. The caravan is only connected to electricity and therefore has no other permanent facilities such as running water and a sewage connection. Is a permit required for this? Are there any other requirements that the (static) caravan must meet? Maximum dimensions? We want to prepare this as well as possible to ask this. The mobile home is a building. The starting point is that you need a permit for the activity 'building'. For some categories of buildings, no permit is required under certain conditions. An environmental permit for the activity 'construction' is not required if this activity relates to: a building on the ground for recreational overnight accommodation, provided that the following requirements are met: a. not higher than 5 m, and b. the surface area does not exceed 70 m2. Since this is a mobile home, these criteria will be met. The next question is whether there is construction in conflict with the zoning plan.
