What can we do about the nuisance?

Good afternoon. For 4 years now we have been bothered by our neighbors during the summer. Until 03:00 they sit on the public lawn in front of the door with loud music shouting, screaming little children. swimming pool etc. Police do nothing and also the housing association Acantus does nothing. It is not a nuisance they say. 3 years already had multiple mediation conversations with Acantus. District officer and municipality without result. Neighbors just continue. We are also sometimes threatened by them because we complain about the nuisance. Asking other neighbors for help is not an option, they join in with the nuisance and are close friends with the neighbors. We are also not allowed to place a garden house/shed or extension in the back garden. And our fence may not be higher than 1.80m. Neighbours have an extra shed/extension and a garden house and a 2.40m fence We don't understand why we are not allowed to do this and the neighbours are. What can we do about the nuisance?

You could consider a (summary) procedure in which you - in short - demand a ban on causing nuisance on penalty of a fine. Better than a procedure would be to make a mutual arrangement (assuming that it is then complied with). A procedure could cause bad blood with your neighbours and could possibly not improve the relationship. But of course those neighbours will have to be open to a settlement.
