What can I do about a neighbor's birch tree that hangs about 13 meters crooked over the fence?

Because my son has already made several attempts, neighbor and municipality, I, his father, make a request to you. It concerns a birch tree. This has 2 branches. The problem is that the left branch hangs over my fence for more than half. The garden house has been here for years, placed by the previous residents, and if anything happens to this branch it will be noticed here. You would be here, or sitting on a chair in front of the garden house. In front of the garden house there are also tiles on which our garden set is placed. The many birds do their business from the tree in this place. Also foliage and by the wind also in the laundry mess. We don't know how long this tree has been here because we have only lived here for 4 years. We asked the municipality to come and take a look, but they were not interested.
