Fine dog

Questioner

I was fined today in an area where dogs are not allowed, I asked the ranger the reason and he said the smell of the dogs does not go together with that of the cattle. I asked where there was a sign saying no dogs, he said there is a big sign at the front. But when I went to look it was quite small. He wrote my name on a piece of paper and he did identify himself. But my question is is he allowed to beat me up? There was no enforcement or officer there
