Can a neighbor, as a personal trainer, provide sports training outside on his path?

For a few months now, our neighbor has started giving sports training at home, as a personal trainer. He does this partly in his garage, but also largely outside on his path, in front of the garage. The sports are right next to our house, at a distance of 2-3 meters. It is almost daily for several hours in a row (sometimes 6 hours in a row) with clients alternating after 1-1.5 hours. We know that the neighbor gets paid. According to himself, he does it for a friends' price. We experience noise pollution from the exercises and it is also unsettling to see sports exercises right next to your house. We have already talked to the neighbors, but so far the training continues as usual. We are getting pretty crazy about it now. Our questions are: - Can what our neighbor does be considered commercial? - Can the neighbor simply start working as a personal trainer from his own home (inside and outside) without a permit? - What are our rights as neighbors, what can we rely on?
