Can you register someone at an address that is not the main address?

After divorce, there is almost no co-parenting with regard to the children. The children stay 4 out of 14 days with one parent and 10 days with the other. Can a child be registered at the address where one only stays 4 days? This is more favorable for all kinds of allowances. Or should a child be registered at the address where it actually stays the most?
