Can I place a chicken coop in the front yard without a permit?

Are we allowed to place a (low) chicken coop, without a rooster, with a few chickens in the front garden, 1 meter from the property boundary, out of sight of the public road due to a natural elevation & planting, without a permit? Contact with the municipality did not provide a definitive answer (in fact, they did not know)... Thanks in advance for your response!

Categories of buildings that may be built in conflict with the zoning plan without a permit for that conflict or for the building are named in Article 2 of Annex II to the Environmental Management Act. Article 2, paragraph 21 Annex II mentions 'another building in the front or back yard area, provided that the following requirements are met: a. not higher than 1 m, and b. the surface area not exceeding 2 m2'. A chicken coop or something similar is not named as a building in all previous articles, so it can be considered as 'another building'. If the conditions are met, this can be done without a permit.
