Placing a columnar tree against a high wall of the property boundary

Trees must be planted at least 2 meters from the property line. Our neighbors have built a garage against the property line in 2 places. One 4.3 and the other 5 meters high. Can we place columnar trees or espalier trees against this to hide these not so attractive walls?Lawyer
