Employer takes photos of us at work, is this allowed under privacy laws?

Hello, I work at the municipal transport company and now it has been announced that colleagues are trying to photograph us because of the use of mobile phones by the driving staff. I understand that driving a tram is punishable, but is my boss allowed to do this in view of privacy laws? Kind regards
