What should my girlfriend do to get legal custody of her grandchild?

Hi my girlfriend has been taking care of her grandchild since he was 8 months old he is now almost 5 years old the mother left him here in the Netherlands and she went to Spain she comes to visit him once a year on his birthday she does not help financially with anything the father of the child is also her child of 32 years but he is also not a good father he is never there for the child he is only there for the child 1 hour a day taking him to school and picking him up the rest I do not see him now the father has also lost his way and is on drugs. So the only one for the child is my girlfriend she takes care of the child 24/7 she is a bit disappointed and wants full custody then at least she knows where she stands what should she do?
