We are expected to be dressed at the counter at 8am and only allowed to put on our own clothes after work. Is this correct or is this allowed during work hours?

The employer has a right to give instructions. This could include giving instructions regarding work clothing. In my opinion, it is a grey area whether the employer can require you to change before work. I would say that this would not be unreasonable, but I could also imagine that a subdistrict court judge would rule differently.
