Fence yard boundary

My neighbours wanted a new fence while the old one was still good. Because we were moving, we indicated that this was fine if they wanted this but that we were not going to pay for it because we were moving. Now the new fence has been placed. Wooden posts with black Rabat parts in between on his side. In our case you could still put Rabat parts against it. (in his case it is screwed to the posts) we are looking at the hollow space at the back. But now he has drilled holes in the fence without us knowing and hung cables through it that come out on our side. But is this allowed without consultation? I understand that it is his fence because he paid for it, but it is on the property boundary and he could at least have consulted. I suspect that there will be a cover cap on it, but I do wonder whether this is allowed! The new residents and we ourselves will also be looking at it for a few more months!

The fence is not yet completely finished and ready on your side I think. Normally a neighbor is allowed to drill and apply work up to half the thickness. Whether this is the case I can hardly determine.
