Do I have to pay administration/contract costs to the landlord when I move within the property?

My landlord is asking for administration/contract costs for drawing up a new contract because I am changing rooms in a student house. The rooms have their own contracts, which means that a new contract has to be drawn up. Now the landlord is asking for 85 euros. For drawing up a contract, this seems to me to be on the high side, since the landlord already has all my information and only has to draw up a new contract with a different room number and possibly a different amount. In addition, the landlord also asks this amount for all new people who come to live in the house. Is the landlord allowed to ask that much money for this?
