Existing house (1930) does not have a 'building plot' from the municipality?

After our parents passed away, my sister and I inherited a house that was located behind/between other houses, and until recently (long term) was rented out by my parents. We wanted to have it appraised, but now the real estate agent indicated that he could not do this because it had not been given a 'building plot' by the municipality. The house has been there since 1930, I want to renovate it and rent it out again. The house has been part of our parental home since 1974, but it has its own cadastral number. If a plot has not been assigned a building plot, it can have a residential function, but it is still not allowed to be built on. This means that it has been standing illegally all this time. A municipality may take enforcement action (require removal) unless similar cases in the area can be indicated that are also tolerated. This is usually not the case. An approval from 1930: can you prove that this approval was given by an official with decision-making authority regarding this matter and what was this approval given for, construction, living, additional dwelling, main residence? Was a zoning plan drawn up in the meantime that rejected this use and 'zoned it away'?
