How high can a pergola be?

Last year we got new neighbors behind us and without consulting them they started cutting our hedge which is on our land against the property line. This hedge had indeed grown higher than 2 meters. In the meantime the neighbors have placed fences on their own land. In order to repair this on our side, we have placed 30 cm of wire mesh on top of the wooden posts of the hedge (2 meters) as a silk pergola to guide the hedge again. The neighbors have protested this to the municipality and the municipality orders us to remove this because the property boundary is 30 cm too high. As far as I know, a pergola is considered garden furniture and may be up to 2.5 metres high on private property. Am I missing something?...
