Father does not want to bring the children back after the holidays

The father does not want to return/bring my children to the custodial parent after the holiday, in this case me as the mother. What steps can be taken on this since my children are already 16 and 12. They have been living with me since 2014, the custodial parent in this case being the mother as stated in the parenting plan.
