Rent a garden house

Hi, a friend of mine has a shed in her garden that she rents out. It is completely self-sufficient. I just read that this is not allowed. The shed also has its own entrance through the back of the garden. And she rents it out to a student. Is there anything she can do to still comply with the rules? And if she violates it, what is the fine or reprisal? Thank you very much.

This will be prohibited in the current zoning plan. Even for personal use, your girlfriend is not allowed to create an independent unit in the shed. In my opinion, there is little that can be done about it. If the municipality discovers it, it will be tested whether the situation can still be permitted, after which a mandatory enforcement procedure will follow that requires that the old situation will be restored. The fine or order subject to penalty may differ per situation municipality with a statutory maximum.
