What about minus hours?

I have an employment contract for 20 hours, now I have to work 19 hours per week on weekdays, I have to make up for these 4 hours not worked on a Sunday. Isn't this what the plus and minus hours scheme is intended for? As far as I know, the Sunday hours in healthcare were rewarded extra (I think 160%).
