Are the windows of your rental home required to be able to open?

It concerns a house with multiple rooms on 1 floor (ground floor). Only 1 window can be opened in the entire house and there is no other way to ventilate (no ventilation system or rear/balcony door). The only option to get more oxygen into the house is to open the front door. There are multiple windows but they can't be opened. Can I force the landlord to replace or modify the windows so they can be opened?
