Upstairs neighbor is peeping into my garden

I live in a duplex and my upstairs neighbor's window is in my garden. He has a window in his hallway which is literally in my garden and because he regularly peeps into my garden because the window is in my garden at eye level, I have closed it. Now the housing association wants me to remove it as soon as the neighbor has put foil on the inside and I do not agree with this. What are my rights? Ps the window is on the inside past my garden gate so literally in my garden.

It may be that the right to have a window so close to your garden that gives a view is regulated in an easement. But without that it may not be there. An exception to this is if it has been there for more than 20 years.
