Windows of rental house do not close properly

The windows of my rental house (private sector) do not close properly. This causes a lot of draught. Is the landlord responsible for this or do I have to solve this myself?

This depends on three things: is the house old and was the problem already present at the time of entering into the lease and how long have you been renting?
