No refund group accommodation booking

Group accommodation owner refuses to issue a full refund for a December 2020 booking. This was during the lockdown in Corona time. Even though the group accommodation was not closed, it could of course not take place for 30 people. Owner says not to be responsible for group composition. What is the legal position in this situation?Lawyer
