No refund group accommodation booking

Group accommodation owner refuses to issue a full refund for a December 2020 booking. This was during the lockdown in Corona time. Even though the group accommodation was not closed, it could of course not take place for 30 people. Owner says not to be responsible for group composition. What is the legal position in this situation?

It may be that the owner, despite a successful appeal to force majeure (which is still debatable), did not actually suffer the reported damage (the price you paid) because another tenant took his place. He should also have offered an alternative, I don't know if that happened?
