Insurance office does not inform me about cancelling insurance after unconscious non-payment

Both boat and car damage insurance arranged years ago via an insurance office. In the meantime moved, the insurance office was aware of this, as the boat insurance details arrived at the new address. The car damage insurance details were always sent to our old address. This also means the reminders and this is why the insurance was cancelled. Spoke to the former resident and he even contacted the insurance company to report that he was still receiving mail from the previous residents. The insurance company was supposed to pick this up but it didn't. Now 1.5 years later we had a car accident and when we went to the towing company and filled out the claim form, the insurance we arranged years ago simply came up. As far as we know, there was nothing wrong. When we called the insurance company for more information, the policy no longer existed and was therefore terminated 1.5 years ago. We have never received a message from the RDW that we are not insured, which may be correct given that the vehicle is also registered as insured online. We have never received a message from the insurance office about the non-payment, while the boat insurance is still being paid. A phone call would have been appropriate at the very least, in our opinion. It therefore appears that the insurance office did not communicate the cancellation of the insurance to the RDW and not to us. Now I will probably have to pay for a lot of damage to the car in front of me (I was the last one in a pile-up on the highway) and the question is, who was negligent here and who is liable for the uninsured car in this case? First of all, you must continue to maintain that the vehicle is insured now that not all requirements for cancellation have been met, namely registration in the central register WAM.
