Are a toilet and pantry basic facilities in a retail space?

We would like to rent a building to continue our shop. Due to supporting catering, we also need a connection for a tap + drain, so that we can place a kitchenette. The building only has an outside tap, a sink in the toilet and a sink on the upper floor. The landlord has requested a quote from a plumber and he indicates that it will cost between 2000, - and 3000, - to make a supply and drain. The landlord says that we have to pay for this, in any case largely. Can you expect this to be a basic facility in a shop, just like a toilet? The rent is 2000, - for 100 m2. It is a monumental building in a good location. The landlord proposes a 5-year contract with a breakpoint after 2 years. Please respond. Kind regards

The possibility of discharge of domestic waste water is also regulated for business premises in the building code and you may therefore expect that there is a proper pipework to enable connection and discharge. I think you can negotiate this in the price.
