Is a conditional offer binding for the seller?

Buyers make a lower offer than the asking price subject to inspection. Buyers can still change this offer up or down and also withdraw it but what about the seller who accepted this offer. Can the seller also adjust the accepted offer?

Seller has accepted the offer under the condition that a new offer replaces the old one, a new offer will have to be accepted unless a specific max/min amount is stated. I assume that the condition is well regulated in the preliminary purchase contract?

Your question is clear but not the provision itself where you ask the intention for, that intention of the parties can perhaps be seen if all conditions are tested against the provision, this only if something more has been written about the subject. If there is no special provision for the seller, it seems to me that the condition would turn out to be quite unreasonable for the latter. Then this condition could be annulled.
