Shared roof garage

We have a shared roof on the garage. This consists of 5 garages and two rainwater drains (HWA). We have garage 1. with HWA. It needs a new roof, so on all of them, garage 1,3,4 and 5 want to participate only 2 do not. Can we do something about these people also participating. I would like to hear more about this.
