Is there an additional way out after cadastral division of a plot?

Plot with main building and outbuilding, both in use for commercial activities (not being home-based professions), currently has two exit permits. See also: https://lokaleregelgeving.overheid.nl/CVDR131900 For access to the annex, we would like to create an extra (third) exit, but this is not possible according to the current maximum of two. If we split the plot cadastrally (1 for the main building and 1 for the annex), would we then have the possibility to create that 'extra' exit? Then we would have 2 exits for the plot with the main building, and 1 exit for the plot with the annex.
